REVERSE VARIETY. According to description in RIC ("Addenda and Corrigenda", p. 716), SISCIA 21B has the same rev. as SISCIA 21 (Art Coins Roma (Bertolami Fine Art) 8, lot 715, 5.20 g). However, Jupiter has chlamys hanging behind (instead of chlamys across l. shoulder) and there is no wreath in eagle's beak. It could be a separate variety or inaccuracy in description in RIC.
